How to obtain a building permit for the installation of a manufactured home? 1.
A Building permit application
must be completed by the owner or lessee of the manufactured home, or
agent of either. 2.
The building permit must be accompanied by the following forms: A. A valid health department permit must accompany the building permit application if a private water and/or septic system will be utilized. B. A Water and sewer availability form must accompany the building permit application if the home will utilize the public water and/or sewer system. C. A Contractor authorization form must be completed by the licensed contractor if someone other than the contractor is applying for the building permit. Inspections:The permit holder shall assure that the following minimum inspections have been conducted and approved by the building code official when applicable to the construction or permit:

Manufactured Home Requirements Inspections required for manufactured homes: Distributors or dealers installing or setting up a manufactured home shall perform such installation in accordance with the manufacturers installation instructions or other support and anchoring system approved by the local code official in accordance with the Virginia Uniform Statewide Building Code. The following are the inspections required by the Greensville County Building Department whenever someone is installing a manufactured home: 1. Footing Inspection: If poured pier footing will be utilized, a footing inspection is required before the placement of concrete. If pre-cast concrete pads are used, the pier footings shall not be backfilled until an inspection is made. 2. Blocks and Anchors Inspection 3. Marriage Wall Inspection 4. Electrical Inspection 5. Plumbing Inspection 6. Landings & Steps Inspection 7. Skirting Inspection 8. Final Inspection Skirting Footing Inspection: A skirting footing inspection is required if a masonry skirting will be installed.More Building Inspection information click here. §36-99.8 Skirting: Manufactured homes installed or relocated pursuant to the building code shall have skirting installed within 60 days of occupancy of the home. Skirting materials shall be durable, suitable for exterior exposure, and installed in accordance with the manufacturers installation instructions. Skirting shall be secured as necessary to ensure stability, to minimize vibrations, or minimize susceptibility to wind damage, and to compensate for possible frost heave. Each manufactured home shall have a minimum of one opening in the skirting providing access to any water supply or sewer drain connections under the home. Such openings shall be a minimum of 18 inches in any dimension and not less than three square feet in area. The access panel or door shall not be fastened in a manner requiring the use of a special tool to open or remove the panel or door. On-site fabrication of the skirting by the owner or installer of the home shall be acceptable, provided that the material meets the requirements of the building code. ** As used in this section, skirting means a weather resistant material used to enclose the space from the bottom of the manufactured home to grade. Requirements if Masonry Skirting is Installed: 1. CABO 403.1a Footings A. Exterior footings shall extend to below the frost line unless otherwise protected against frost heave. In no case shall exterior footings be less than 12 inches below grade. B. Footing widths (W) shall be based on the load-bearing value of the soil in accordance with Table 401.4.1 of the CABO One & Two Family Dwelling Code or shall be designed in accordance with accepted engineering practice. C. Spread footing shall be a minimum of 6 inches thick, and footing projections (P) shall be a minimum of two inches and shall not exceed the footing thickness. D. Footings shall be supported on undisturbed natural soil or engineered fill. E. Pier and column footings shall be based on the tributary load and allowable soil pressure in accordance with the building code. 2. Ventilation The space between the bottom of the floor joist and the earth under any building (except such space as is occupied by a basement or cellar) shall be provided with ventilation openings through foundation walls or exterior walls. Ventilation openings shall be provided with corrosion-resistant wire mesh, with the least dimension being 1/8 inch. The minimum net area of ventilation openings shall not be less than one square foot for each 150 square feet of crawl space area. One such ventilation opening shall be within 3 feet of each corner of the building. Exceptions: A. The total area of ventilation openings may be reduced to 1/1,500 of the under-floor area where the ground surface is treated with an approved vapor barrier material and one such ventilation opening is within 3 feet of each corner of the building. The vents may have operational louvers. B. Ventilation openings may be omitted on one side. C. Ventilation openings may be omitted when continuously operated mechanical ventilation is provided at a rate of 1.0 cfm for each 50 square feet of crawl space floor area and ground surface is covered with an approved vapor barrier material. 3.
Removal of Debris The under-floor grade shall be cleaned of all vegetation and organic material. All wood forms used for placing concrete shall be removed before a building is occupied or used for any purpose. All construction materials shall be removed before a building is occupied or used for any purpose. 4.
Finished
Grade of Crawlspace The finished grade of under-floor surface may be located at the bottoms of footings; however, where there is evidence that the groundwater table can rise to within 6 inches of the building perimeter or where there is evidence that the surface water does not readily drain from the building site, the grade in the under-floor space shall be as high as the outside finished grade, unless an approved drainage system is provided. 5. Drainage and Exterior Grading Surface drainage shall be diverted to a storm sewer conveyance or other point of collection so as to not create a hazard. Lots shall be graded so as to drain water away from the foundation walls. The grade away from the foundation walls shall fall a minimum of 6 inches within the first 10 feet.
Exits RequiredNot less than one exit conforming to the Virginia Uniform Statewide Building Code shall be provided for each dwelling unit. Landings A minimum of 3 foot by 3 foot landing shall be required on each side of an egress door. The floor or landing shall not be more than 1 ½ inches lower than the top of the threshold. Exceptions: A. At the top of a flight of stairs, provided the door does not swing over the stairs. B. The landing at the exterior doorway shall not be more than 8 ¼ inches below the top of the threshold, provided the door does not swing over the landing. C. Exterior storm and screen doors are exempt from the requirements for landings. ** The applicant should contact the County Zoning Department to determine additional landing requirements for all other doors in addition to the one egress door required by the building code. The Zoning Department can be reached at 434-348-4232. A. Width: Stairways shall not be less than 36 inches in clear width at all points above the permitted handrail height and below the required headroom height. The minimum width at and below the handrail height shall not be less than 32 inches where a handrail is installed on one side and 28 inches where installed on both sides. B. Treads and Risers: The maximum riser height shall be 8 ¼ inches and the minimum tread depth shall be 9 inches. The walking surface of treads and landings shall be sloped no steeper than one vertical unit in 48 units horizontal (2%). The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch. The greatest tread depth within any flight of stairs shall not exceed the smallest by more than 3/8 inch.

Handrails: Handrails
having minimum and maximum heights of 30 inches and 38 inches
respectively, measured vertically from the nosing of the reads, shall be
provided on at least one side of stairways of 3 or more risers. All
required handrails shall be continuous the full length of the stairs. 2.
Handrail Grip Size: The
handgrip portion of the handrails shall not be more than 2 5/8 inches in
cross-sectional dimension, or the shape shall provide an equivalent
gripping surface. The handgrip portion of handrails shall have smooth
surface with no sharp corners. 3.
Guardrail Details: Porches,
balconies or raised floor surfaces located more than 30 inches above the
floor or grade below shall have guardrails not less than 36 inches in
height. Open sides of stairs with a total rise of more than 30 inches
above the floor or grade below shall have guardrails not less than 34
inches in height measured vertically from the nosing of treads. 4. Guardrail Opening Limitations: Required guardrails on open sides of stairways, raised floor areas, balconies and porches shall have intermediate rails or ornamental closures which do not allow the passage of an object four inches or more in diameter. Exceptions: The triangular openings formed by the riser, tread and bottom rail of a guard at the open side of a stairway may be of such a size that a sphere 6 inches cannot pass through.
The code official shall give permission to energize the electrical service equipment of a one-or-two-family dwelling unit when all of the following requirements have been approved:
Temporary Certificate of Occupancy §118.2 of the Virginia Uniform Statewide Building Code permits the issuance of a temporary certificate of occupancy before the completion of the entire work covered by the permit provided that such portion or portions shall be occupied safely prior to full completion of the structure without endangering life or public welfare. Homes that utilize a private water and/or septic system will not be issued a temporary certificate of occupancy until an Operations Permit has been obtained from the Health Department. The Health Department can issue an Operation Permit once they have received the following:
A Certificate of Occupancy will be issued once all inspections have been completed and passed. Occupancy of a structure prior to the issuance of a certificate of occupancy is a misdemeanor and punished by a fine of not more than $2500.
